Stumbled across this just before. Basically this is a forum for people to make suggestions and feedback to pornhub. If a topic get enough attention they review it and sometimes makes changes. Very positive sort of approach to take.
Any way this one in particular refers to pornhubs amateur model program. Basically it's saying that for people that upload their own homemade amateur content, they should be allowed to block or restrict their content from appearing in certain locations, eg. their home town or country.
There a few similar post and anyone can vote or agree with it. No sign ups or emails, you just get 100 free votes for topics you agree with.

Webproxies might make it seem like visitors are in other countries, they sometimes need to use this to circumvent 'mature' blocks or whatever. Maybe just routing crap.

Yea I get that there would be ways around it but the idea wouldn't be to completely stop content showing up in certain regions just to reduce the risk of certain people stumbling across it.
Eg couple from Arizona, USA might want to start uploading their own content but don't mainly for fear friends or family will may see it? But say they were allowed to block their content from appearing in that state. Now there is a much much lower chance that friend or family member or coworker just browsing around will accidently find it.
Not a complete fix but definitely an added level of comfort for some
