If you are a Mac user, I use Skreenics. For PC there has to be a lot of options I'd imagine.

im in PC and always used ImageGrabber
u can also fetch windows media player classic (lite ver of the normal one) and can do it there as well

I'd second Media Player Classic ... it's by far the easiest ... two clicks and it does it all for you ...

IMAGE GRABBERS or VIDEO THUMBNAIL MAKERS,
or a Mediaplayer - Freeware like KM-Player, VLC or SMplayer I used,
see my test - thumbnail...

Doing it online fully, sorta:

(max file size: 120MB)
then use the Split GIF section.
