What can you do when someone messages you and when you try to respond it says that? Also does it mean they blocked me?

Huh, I didn't even know that was an option.
No, they didn't block you. Apparently you will still receive PM's from people you've blocked. They must really have set the option to not receive them. Could you PM me who they are? I'll message them and ask whether they turned it off on purpose or not. (Administator PM's will go through no matter the setting.)
